iPhone storage full with iCloud Photos on: what to do

"iPhone Storage Full" and "iCloud Storage Full" are two different problems, and iCloud Photos connects them in ways that surprise people. This guide explains the difference, what Optimize iPhone Storage does, and why deleting a photo on your iPhone deletes it everywhere.

Device storage vs iCloud storage

  • iPhone storage is the built-in capacity of your phone (128 GB, 256 GB and so on). Check it in Settings → General → iPhone Storage.
  • iCloud storage is your online space, shared by iCloud Photos, backups, iCloud Drive and more. Check it in Settings → [your name] → iCloud.

They fill up independently. You can have plenty of iCloud space and a full iPhone, or the reverse.

How iCloud Photos uses each

With iCloud Photos on, your whole library is stored in iCloud and kept in sync across your devices. On the iPhone, you choose how much of it is stored locally:

  1. Open Settings → [your name] → iCloud → Photos.
  2. Choose Optimize iPhone Storage or Download and Keep Originals.
  • Optimize iPhone Storage keeps full-resolution originals in iCloud and smaller versions on the iPhone when space is needed. Originals download when you open or edit a photo. This is the setting that saves device space.
  • Download and Keep Originals keeps every full-size file on the phone. Your library uses the same space on the iPhone as it does in iCloud.

Optimizing does not happen instantly. iOS frees local space gradually, as storage is needed.

If your iPhone is full

  1. Check what is using space in Settings → General → iPhone Storage.
  2. If Photos is large and iCloud Photos is on, make sure Optimize iPhone Storage is selected and your iCloud plan has room for the whole library.
  3. Delete what you don't need: large videos first, then screenshots, duplicates and blurry shots. See free up iPhone storage from Photos.
  4. Empty Recently Deleted to get the space back immediately.

If your iCloud storage is full

New photos stop uploading, and backups may fail. Your options are to delete things you don't need from your library (which reduces iCloud usage too), remove old device backups in Settings → [your name] → iCloud → Manage Account Storage (wording varies by iOS version), or upgrade your iCloud plan.

Why deleting on iPhone deletes from iCloud

iCloud Photos is a sync service, not a backup. Your iPhone, iPad, Mac and iCloud.com all show the same library. When you delete a photo on any of them, it is deleted on all of them. This is true whether you delete in the Photos app or in another app such as Photo Cleaner, because every app goes through the same system Photos library.

If you want to keep a photo somewhere but remove it from your iPhone, iCloud Photos can't do that. Copy it to another place first, such as a computer, an external drive or a different cloud service, and check the copy before deleting.

If you turn off iCloud Photos on a device, iOS asks whether to download the library or remove the optimized copies from that device. Read the options carefully before choosing.

Recently Deleted: your 30-day safety net

  • Deleted photos and videos go to Utilities → Recently Deleted in the Photos app, synced across your devices.
  • They stay there for 30 days, then iOS deletes them permanently.
  • To recover one, open Recently Deleted, select it and tap Recover.
  • On iOS 17 and later the album is locked with Face ID, Touch ID or your passcode.
  • Items in Recently Deleted still take up space on the device. Use Select → Delete All when you want the space back now.

Where Photo Cleaner fits
